Carl Mills

carl millsCarl Mills is Stony Brook University’s Associate Vice President for Government Relations. In this role, he is the university and hospital’s primary New York State and local government lobbyist and liaison, overseeing Stony Brook’s state relations strategies and advancing institutional priorities across research, higher education, and healthcare policy throughout New York. Additionally, the Office of Community Relations reports to Carl.

Since joining Stony Brook in 2022, the University has received record capital and operating support, including $100 million in Flagship Capital, three years of State coverage of SUNY Hospital debt service, three years of increased operating aid which has negated the need for SUNY to raise tuition, and several multi-million-dollar State grants including $6.5 million to build a quantum internet testbed.  Carl also represents the University on several external boards and committees, including the Town of Riverhead Emerging Technologies Committee and Long Island Cares’ Healthcare Subcommittee.

Prior to Stony Brook, Carl spent over a decade working in the New York State Legislature in a variety of roles including as Chief Counsel to the Senate Minority Conference, Counsel to the Senate Majority- and Minority Leader, and Chief of Staff to a Member. 

Carl has been recognized for his efforts by being named City and State’s “Albany 40 Under 40” in 2015 and a “Long Island Trailblazer” in 2025.  He received his BA in Political Science from Syracuse University and his JD from Albany Law School.
